The Secretary of State for Foreign Affairs has

the honour to acknowledge the receipt of the Chinese

Minister's communication of the 14th instant enclosing

the translation of a telegram from the Wal-mu Pu re-

garding the Canton-Hankow Railway loan.

Sir E. Grey has the honour to observe that His

Excellency Chang Chih Tung would not appear to have

realised the objection put forward by His Majesty's

Government, as their contention that the refusal of

the Chinese Government to give proper security that

the loan funds will be expended upon the object for

which they are lent is a breach of the spirit of the

assurance given on September 9th, 1905 by him to His

Majesty's Consul-General at Hankow, is not noticed in

His Excellency's telegram.
